This is an advertisement for War Bonds, aimed at all civilians. The idea was to encourage individuals to put money into war bonds instead of regular bank or post office savings accounts. Any money invested in war bonds was borrowed by the government in order to purchase munitions for the war effort. Investors could make interest on their war bonds and were able to sell their bonds at any time.
