Following the 1832 Parliamentary Reform Act, Joseph Matthews, formerly Chief Constable of Bradford, put himself forward as a prospective candidate for the new two-member borough of Halifax, making his appeal to the new electorate of 'ten pound householders'. He was unsuccessful, as the ensuing election, in December, proved to be a contest between Rawdon Briggs Jnr, Charles Wood, Michael Stocks and Hon James Archibald Stuart Wortley, the first two being elected.
