Minutes of Hebden Bridge Urban District Council Highways and Lighting Committee, January 19th, 1899. Hebden Bridge UDC was set up after the Local Governmemt or Parish Councils Act of 1894. This Act introduced rural and urban district councils and parish councils for villages with populations of 500 or more. Before this, smaller towns and communities were organised via Local Boards.
