Governor Panels and Forums

The Calderdale Governors’ Association (CGA) is a local independent body which aims to improve governance in Calderdale by supporting governors and sharing knowledge, expertise and good practice.  It will consult with governors and arrange meetings/training sessions to discuss matters of interest to which all Calderdale governors are welcome to attend.

CGA hold two conferences per year and all governors are invited.

Although CGA is independent of the Local Authority (LA) they will work closely together and the LA will provide administrative support.

Please note the representation from governors below is obtained firstly by nominations from the relevant category of governors and if there are more nominations than vacancies this will then go to election arranged by the Governor Support Admin Officer.

Chair of Governors / Members' Forum

The Chair of Governors / Members' Forum was established to support the Local Authority / School Consultation Framework. It meets at least once a term and membership consists of Chairs of Governors from the different categories / phases of school, senior officers of the local authority and Council Members. The meetings start at 6.00pm.

All governors are invited to place items on the agenda that are of a general nature and of interest to all schools. They can do this through the representative Chairs of Governors on the Forum. Contact details are available from the school's Chair of Governors.

Notes of the meetings are circulated to all schools and governing bodies and approved minutes can be found below;

The Chair of the Forum for this municipal year is John Eccleston.

Parent governor representatives (PGRs)

There are PGRs in each local authority in England and their role is to represent the voice of parents on local education committees. In Calderdale we have two PGRs on the Children and Young People's Services Scrutiny Panel.

In Calderdale we have two PGR's on the Children and Young People's Services Scrutiny Panel.

If any parent governor has a problem, or an opinion or viewpoint that they want to share with the panel, they should contact the Governor Support Team. Your query will be forwarded to current representatives.

Governor Representation on Local Authority Appointments Panel

The Local Authority Appointments Panel has representation from a primary and secondary governor.  Governors are informed of vacancies once they become available.

Cluster Representation

Some of our school clusters have representation from governors – dependent on what the cluster lead requests, this may be organised through the Governor Support Admin Officer.

Calderdale Schools Forum

The Calderdale Schools Forum has eighteen members comprising headteachers, governors, the Church of England, the Catholic Church and the professional associations. Under regulations, a local authority must consult its Schools Forum on a range of issues covering:

  • school funding such as changes to the school funding formula
  • contracts that an authority is letting or re-letting for provision of services to schools (cleaning, catering and grounds maintenance etc)
  • financial arrangements an authority makes for a range of central school budget expenditure such as the provision for pupils with special educational needs, excluded pupils, early years, insurance, changes to the scheme for financing schools, administration of grants and free school meals
  • applications for increases to the limit on central expenditure
  • applications to vary the application of the minimum funding guarantee
  • the use of headroom (ie real growth in school budgets).

Calderdale Schools Forum also considers a range of issues relating to the wider financial context of schools such as scrutinising school balances or considering capital expenditure and provision.

Terms of Office for governors on this forum is for three years and the Governor Support Admin Officer sends out notification when these vacancies become due.
