Increase of Parking Charges

At a meeting held by Cabinet on 28th February it was decided that all pay and display charges will increase. This decision was taken as part of the overall budget review.
The tariff will increase by 20 pence per hour on street and 10 pence per hour in car parks.
- The tariffs in Halifax, Sowerby Bridge, Brighouse, Elland and Todmorden will increase from Monday 18 April 2011.
- The tariffs in Hebden Bridge will increase from Saturday 23 April 2011.
- The tariff on Dudwell Lane, Halifax will increase on 9 May 2011.

Closure of Garden Square Car Park, Hebden Bridge

Garden Square Car Park will cease to operate as a Council managed pay and display car park on 28 January 2011. The car park will continue to operate, free of charge, and ownership will transfer to the Hebden Bridge Community Association (HBCA) on 31 January 2011.
HBCA intend to operate the car park free of charge but with a 3 hour maximum stay. This will be until the redevelopment starts, this is thought to be in April 2011.
Alternative long stay car parks can be found at Market Place, Valley Road, Garden Street and New Road

Closure of Broad Street Car Park

Broad Street car park is now closed. This has now cleared the way for the developer of the Broad Street Plaza, Gregory Projects (Halifax) Limited, to ready the site for commencement of construction works.
Alternative car parking arrangements have been made to accommodate the loss of car parking in the short term, including the creation of 100 temporary public parking spaces close to the Eureka museum.
The Car Boot sale will now take place on the North Bridge car park, starting from Sunday 25 July.
Situated directly opposite Halifax Town Hall, Broad Street Plaza is the largest regeneration project to start on site in Calderdale for a number of years and will help to transform the centre of Halifax.

Free Parking on Saturdays

Visitors to Halifax and Hebden Bridge can continue to benefit from free parking on Saturdays in the following locations:
- Mulcture Hall Road
- Crosshills
- Victoria Street
- High Street.
- Station Road, Hebden Bridge.
Please note, however, that pay and display charges remain in force in all the other car parks and in the on street pay and display bays.

Putting pedestrian safety first

Recently, legislation has changed to allow the Council to enforce on parking at dropped kerbs and for double parking, without signs or lines being in place. From 12th October 2009, we will start to issue warning notices to vehicles who park obstructively in these circumstances. After 1st November, we will issue formal parking tickets.
Parking which obstructs dropped kerbs is inconsiderate and very unpopular with the public, particularly for pedestrians who find it difficult to cross the road because a vehicle is parked at the dropped kerb.
The separate issue of double parking can cause considerable congestion and inconvenience to other road users as well.
This is another tool which we can utilise to ensure that motorists park in a way that does not inconvenience other road users or affect traffic flow.
We will assess the extent of any issues surrounding this type of parking in the coming months. Initially, priority will be given in high pedestrian use areas but we hope people with specific requests for enforcement will contact Parking Services for investigation and action.
There are a small number of legal exceptions to these new powers - namely that loading and unloading is allowed (if no alternative) as is a brief stop for dropping off or picking someone up. Disabled badge holders are not exempt from these new regulations.

Parking Cards

Did you know there is an alternative to having to use cash in pay and display machines? Parking Cards can be purchased in denominations of £20, and these can be used as a convenient alternative. Parking Cards are debited the exact amount for the parking required, so you don't end up overpaying if you don't have the correct change. They fit easily into a purse or wallet and don't have an expiry date. Only when you are using the last credit on the card might you need to add change to the pay and display machines to purchase the parking time you require.
Parking Cards are available from the Parking Services Office at Mulcture House and also from Princess Buildings and the District Cash Offices.
