Highway walls

Retaining walls within the highway boundary are classified as follows.

  1. Those, which directly support the highway or support an embankment carrying the highway are referred to as “Burr Walls”.
  2. Those, which support land and / or property, which are alongside and above the level of the highway, are referred to as “Retaining Walls”.

Responsibility for maintenance

Generally the following rules apply;

  1. Burr walls that were provided when the highway was constructed are the responsibility of Calderdale Council for maintenance.
  2. Burr walls provided when the road was altered in line or level for private needs e.g. housing, canal, railway etc. are the responsibility of the adjoining landowner.
  3. Retaining walls, which support land above the highway, are the responsibility of the landowner for maintenance.
