Highway licensing, closures and diversions

Highway licensing

Permission must be sought from Calderdale Highways if you wish to place scaffolding, a skip or hoarding on the highway. We will then carry out an assessment of the location to ensure that the temporary obstruction can be positioned safely and that minimum disruption will be caused to pedestrians and motorists. Once we are happy with your proposals a license will be issued. To apply for a license please contact -

Road closures and diversions

The nature of some highway works, or some large deliveries, will require a road to be closed temporarily and an alternative route put in place. Road closures are managed by our Road and Street Works Team who issue Traffic Regulation Orders necessary to close a road.

Constructing a vehicular crossing across a pavement to a garage or hard standing

If you wish to cross the pavement with a vehicle to access a garage or hard standing you will need to seek permission from the Road and Street Works Team. An officer will visit you on site and evaluate whether the location is suitable. If permission is granted you will be issued with a list of contractors accredited under the New Roads and Street Works Act. You must select the most suitable accredited contractor for you circumstances and arrange for the work to be carried out. Once the crossing has been constructed an officer will make another site visit to ensure the work has been carried out satisfactorily. You must not pay your contractor for work carried out until an officer has agreed it has met the standard.
