Private sector development
This section carries out a wide variety of work developing and implementing new initiatives to improve private sector housing conditions across the borough: This includes:
- Area regeneration
- Empty Property Strategy
- Housing Investment including equity release loans
- Landlord Accreditation.
Area regeneration
Housing Services periodically carries out an assessment of the condition of the housing stock in Calderdale. This section also monitors changes in the housing markets across Calderdale to help identify hot-spots and areas at risk of market failure.
Where there is an indication that large areas of poor quality housing need to be addressed or that other interventions are needed to support he local housing market, the Council works with a range of partners to develop and implement new regeneration initiatives. This includes working up successful bids for project funding. Typically housing regeneration work includes a variety of block improvement schemes to improve both housing conditions and the local environment. Concentrations of obsolete or abandoned properties may also be acquired for demolition.

- The Upper Parkinson Lane regeneration project
- The Upper Valley Transformation Project focusing on Harley Bank, Todmorden
- The Dudleys' Estate, Illingworth, regeneration project

Empty properties
Members of the Private Sector Development Team are involved in a variety of initiatives aimed at identifying empty residential properties and working with owners to bring empty housing back into use. Empty Dwelling Management powers have recently been given to all Local Authorities as a potential tool to encourage owners to bring empty properties back into use.
This work is linked to other projects such as the Landlord Accreditation, antisocial behaviour work and Action Halifax who are bringing empty properties back into use in Halifax Town Centre.
The team works closely with other sections of the Council such as the Environmental Health Domestic Team, Building Control and Planning Enforcement to ensure that any immediate nuisance, for example, the dumping of litter, security issues and general neglect are tackled as quickly as possible.
Landlord accreditation
Calderdale Council now has a Landlord Accreditation Scheme. This will support responsible landlords and help improve housing standards in the private rented sector. A variety of benefits are available to landlords who join the scheme.
