CCTV and Area Lighting Schemes
8.23 The criteria set out in Policy BE 4 ‘Safety and Security Considerations’ seek to reduce the opportunity to commit crime at the level of the individual building or development. Policies to achieve the reduction in crime also need to be applied at the area level. The provision of comprehensive lighting schemes and schemes for closed-circuit television surveillance (CCTV) in high risk areas have been shown to be successful in helping to combat crime. However, it is important to ensure that the physical street furniture in such schemes does not harm amenity (for instance of people in their homes), the environment, or buildings and areas of architectural and conservation importance. Area lighting schemes will also be assessed against Policy EP 5 ‘Control of External Lighting’. Accordingly:-
Policy BE 7
