Supplementary Planning Documents
Supplementary Planning Documents (SPDs) provide additional information on the implementation of Development Plan Document policies. The following SPDs are available:
Holmes Road SPD
This document sets out advice and guidance for the regeneration of the western end area of Holmes Road, Sowerby Bridge including its connections and relationship with the existing town centre, railway station, and the wider Sowerby Bridge Copley Valley Transformational Project. It is consistent with national planning policy; Regional Spatial Strategy and the Replacement Calderdale Unitary Development Plan (RCUDP).
Consultation on the Draft Holmes Road SPD closed on Friday 25th June 2010.

Appendix A and B were attached as supporting documents - they were not open for comments.
The Council is currently considering comments made on the SPD. The status of the SPD will be considered further after the planning application for the adjacent Copley Valley Transformational Project has been determined (ref: 11/00200/FUL).

Under the most recent Regulations there is no longer a requirement to subject the SPD to Sustainability Appraisal.
Halifax Town Centre SPD
This document is intended to address some of the planning-related issues affecting Halifax town centre, and to encourage its regeneration and sustainable development. A comprehensive study of Halifax town centre has informed this SPD, principally through the production of a Halifax town centre masterplan.
The draft Halifax Town Centre SPD builds on the successful programme of regeneration already being undertaken in Halifax through the Yorkshire Forward Renaissance Towns Programme.

Until the Core Strategy is adopted no further work is planned to take place on developing the Halifax Town Centre SPD. At this point the document is considered to be more of a masterplan for the town centre as opposed to a formal SPD. Following adoption of the Core Strategy it may be appropriate to evolve into a formal SPD or Area Action Plan, however the most appropriate course of action will be considered at this time.
Central Elland SPD
This document relates the background to Elland's development, outlines the planning context and gives an analysis of the issues.
It was formally Adopted by Council on 23 April 2008.

The Sustainability Appraisal Report is to assess the social, economic and environmental effects of the SPD.
Developer Contributions Towards Meeting Open Space, Sport and Recreation Facilities SPD
This SPD sets out the Council's methodology for seeking developer contributions, mainly from housing developments, towards open space, sport and recreation facilities. It is linked to policies contained in the Replacement Calderdale Unitary Development Plan.
It was formally Adopted by Council on 23 April 2008.

The Provision of Affordable Housing in New Housing Developments SPD
The Affordable Housing SPD explains how Policy H13 (Affordable Housing) in the Replacement Calderdale Unitary Development Plan will be implemented and the mechanisms for securing affordable housing in residential developments.

Developer Contributions Towards Meeting Education Needs SPD
This SPD explains the process and sets out the level of contributions the Council will seek developers to make towards the provision of education infrastructure for new housing developments.
