Progress to date

Progress on Local Development Framework documents is shown in the following tables:

NOTE: The Council has resolved to undertake work on replacing the housing and employment targets within the Regional Spatial Strategy (RSS). This work is underway and will inform the Core Strategy as it is developed. This statement indicates to the public and stakeholders the intention of the Council not to be bound by the RSS requirements on these matters.

Stages of Core Strategy Development Plan DocumentPurpose of stagePotential dates
Preferred Options ConsultationThis focuses on the options that have been discussed through earlier consultations on the Core Strategy and declares which approach the Council prefers. It will give reasoning for why options are excluded and make it clear why the Council is supporting certain preferred option for both spatial elements and policies.Summer 2012
Publication of Core Strategy

Version that the Council would wish to put forward for Independent Examination. All the evidence needed to support the Core Strategy will be in place at the time of publication. It is the version of the plan that the Council considers to be "sound".

Formal objections regarding the "soundness" of the plan will need to be submitted at this stage.

Submission to Secretary of State for Public ExaminationFormal submission to Secretary of State for Independent ExaminationMarch 2013
Independent ExaminationAn Independent Planning Inspector will assess the content of the Core Strategy to determine whether is is soundly based and puts forward a clear and cogent strategy for the future development of the District.Expected December 2013
AdoptionThe Council will receive the Inspector's Report and will formally Adopt the plan together with any recommendations that the Inspector may make.Expected Early 2014

Stages of Land Allocations and Designations Development Plan Document (DPD)Purpose of stagePotential Dates
Site submissions currently being accepted

Gives land owners, developers and communities the opportunity to put forward their ideas for use of specific pieces of land. Suggestions can be for any use - housing, allotments, retailing, employment, open space etc.

Suggestions for changes to the Green Belt boundary can also be made.

Issues and Options Consultation

Will set out potential alternatives for specific pieces of land in the District (to support the Core Strategy).

The Consultation will include suggested changes to the Replacement Calderdale Unitary Development Plan Proposals Map which will be revised to form the LDF Proposals Map.

Refined Issues and Options including Preferred Options consultationWill take forward the allocations process and provide detailed evidence to support specific allocations.Summer 2013 - dependant upon work necessary for the Independent Examination of the Core Strategy

The Local Development Scheme (LDS) provides the timetable for the preparation of Local Development Framework documents. The current LDS was submitted in November 2007 and covers the period to 2012 but is now out of date. Revisions to reflect the above potential dates are being undertaken and will be published during 2012.
