Strategic Housing Market Assessment
The Strategic Housing Market Assessment (SHMA) and the Economic Viability Assessment (EVA) were commissioned by the council from consultants, GVA.
Both studies have been produced in accordance with government requirements to provide evidence for future housing policy and to inform Calderdale’s Local Development Framework for which it is a required piece of evidence. The studies involved extensive research including a survey of more than 2,000 households in the district, discussions with interested parties, and analysis of other available statistical evidence.
The Strategic Housing Market Assessment examines how the housing market operates in Calderdale, the performance of sub-markets within the district and seeks to define the level of need for both open market housing and affordable homes.

The Economic Viability Assessment allows the Council to understand the implications of affordable housing on the viability of housing development sites.
