Young People's Service: Youth work with schools

  1. What is the purpose of this document?
    1. The purpose of this document is to:
      1. describe the support services that Calderdale Children and Young People's Services offer to schools;
      2. provide information about the service providers and how the key personnel can be contacted;
      3. explain, in outline, the main terms of the service;
      4. give details of the services to be provided;
      5. identify the ways by which the service will be provided;
      6. identify levels of service provision;
      7. describe service provider obligations and commitments;
      8. establish customer commitments;
      9. describe quality assurance systems and procedures for redress if things go wrong;
      10. describe the basis on which the service price is calculated and the method of payment.
    2. The purpose of this specification is to ensure that both the provider and user are clear about the services to be offered and the ways the service will be delivered. This will help regulate the dealings between the user and the provider by setting out respective obligations relating to performance and payment for the services.
  2. Who are the service providers?
    1. The service provider is Calderdale Metropolitan Borough Council, Children and Young People's Services, Young People's Service.
    2. This service is available to secondary schools within the Metropolitan Borough of Calderdale subject to agreement on certain terms and conditions between the school and the Young People's Service, and to the availability of full-time Young People's Service personnel.

  3. Service Standards
    1. All core and traded services have agreed to the following principles to ensure that the customer receives a consistently high level of service. This service will:
      1. set standards;
      2. be open and provide full information;
      3. consult and involve;
      4. encourage access and the promotion of choice;
      5. treat all fairly;
      6. put things right when they go wrong;
      7. use resources effectively;
      8. innovate and improve;
      9. work with other providers;
      10. provide user satisfaction.
    2. The following paragraphs explain our service standards and what we are doing to improve them.
      1. Quality awards
        The service, as part of the Children and Young People's Services Directorate, has the Investors in People award.
      2. Education expertise
        Youth workers delivering the service have undertaken accredited youth work training.
      3. Qualified staff
        The Young People's Service personnel responsible for delivering this service are employees of Calderdale MBC and have been trained as a professional youth workers.
      4. Secure identification, CRB checks
        All Young People's Service staff are subject to CRB checks, and carry identity cards when work is in progress.
      5. Responsiveness
        You can expect a response to any enquiries as follows:

      6. Courtesy
        You can expect us to be courteous and helpful at all times when you contact/visit us. The member of staff will tell you his/her name and telephone number.
      7. Properly equipped
        Where agreed, the youth worker will attend with necessary equipment.
      8. Meets all statutory requirements
        The service fulfils the requirements of government legislation and guidance (including all relevant safety matters).
      9. Fully insured
        The service has public liability insurance as part of Calderdale MBC.
  4. Performance
    1. The service is subject to an annual return to the National Youth Agency, which includes regional and national comparisons of performance. This is available on request.
    2. Youth work provision is subject to an internal quality assurance process and each contact session is evaluated by the staff responsible for delivery.
  5. How long will a contract for this service last?
    1. Contracts can be for one or more school terms, up to a whole academic year. The conditions and terms of this service will be reviewed at the end of the financial year.
  6. How can the contract for this service be changed?
    1. The contract can be changed through negotiation with the appropriate manager, following review or evaluation.
  7. What services will be provided?
    1. Services are specified in an attached schedule.
    2. Youth Workers may offer opportunities for students to work towards an award or other agreed programme. Awards include: ASDAN, Duke of Edinburgh, Youth Achievement and Youth Train Awards.
  8. How will the service be provided?
    1. The youth workers will negotiate with the school's designated contact person:
      • the nature, including gender, of the group membership (up to a maximum of ten young people) subject to agreement from year ten or eleven;
      • the targets and programme for the group;
      • the time and meeting place for the group;
      • the resources to be provided by the school, which may include the involvement of a support worker, by negotiation.
    2. The service will be provided by qualified youth workers or teachers.
    3. The youth workers will communicate with parents about the programme with the approval of the school through the school's designated contact person.
    4. A contract of agreed responsibilities for the school and the Young People's Service will be agreed before the commencement of the programme with young people.
  9. What do the suppliers expect of me as a customer?
    1. The school will provide the costs of the youth worker and programme for the group, as agreed in advance of the programme.
    2. The school will provide a named contact person, who will have adequate time for planning, preparation, liaison work and evaluation.
    3. The school should ensure that the students and any nominated school staff are at the appropriate place at the agreed start time.
    4. The school will take responsibility for the dissemination of any urgent communication from the youth worker to the group members.
    5. The school should ensure that any relevant documentation has been completed prior to the delivery of a session of work (a parent or guardian consent form, for example).
    6. The school will contribute to the risk assessment process prior to the programme commencing.
  10. How can I be sure of a high quality service?
    1. The Young People's Service personnel responsible for managing and delivering this service are all employees of the Metropolitan Borough of Calderdale and have been trained as professional youth workers. They operate within the Young People's Service Supervision Procedures and Practice guidelines for managerial supervision and CMBC's Performance and Assessment (PAS) framework.
    2. The youth worker and the school representative will have a review and evaluation meeting at least once per term.
    3. Schools are encouraged to discuss the progress of the students as individuals and as a group with the youth worker involved, and to give feedback to the Young People's Service Team Leader or Principal Officer.
    4. The young people will be included in the evaluation of the programme.
  11. Who do I contact if things go wrong?
    1. Any concerns or complaints about the level or quality of service should be made in the first instance to the youth worker concerned. If the issue is not resolved to your satisfaction, you should contact:

  12. What is the basis of the service price and what will the service cost?
    1. The cost of the youth workers' time is available on request.
    2. The costs of the programme are to be negotiated with the youth worker, and have to be met by the school.
  13. How will I be charged?
    1. In a manner appropriate to the agreed costs.
