Health and safety services
- What is the purpose of this document?
- The purpose of this document is to:
- describe the Health and Safety service that the Health and Safety Section offer to foundation and aided schools;
- provide information about the service providers and how the key personnel can be contacted;
- explain, in outline, the main terms of the service;
- give details of the services to be provided;
- identify ways by which the service will be provided;
- identify levels of service provision;
- describe service provider obligations and commitments;
- establish customer commitments;
- describe quality assurance systems and procedures for redress if things go wrong;
- describe charges and methods of payment.
- The purpose of this specification is to ensure that both provider and users are clear about the services to be offered, and the ways the services can be delivered. This will help regulate the dealings between the user and the provider by setting out respective obligations relating to performance and payment for the services.

- Service Standards
- All core and traded services have agreed to the following principles to ensure that the customer receives a consistently high level of service:
- set standards;
- be open and provide full information;
- consult and involve;
- encourage access and the promotion of choice;
- treat all fairly;
- put things right when they go wrong;
- use resources effectively;
- innovate and improve;
- work with other providers;
- provide user satisfaction.
- The following paragraphs explain our service standards and what we are doing to improve them.
- Quality awards
We have maintained Investors in People (IIP) status. - Education expertise
We maintain awareness of all safety matters and new legislation affecting education related issues. - Qualified staff
We maintain professional development of all staff through IIP. All safety advisers are NEBOSH qualified. - Secure identification, CRB checks
All safety advisers carry personal identification with photograph. - Responsiveness

You can expect us to be courteous and helpful at all times. When you write to us, telephone us, or visit our offices, the person you are in contact with will tell you his or her name and, where appropriate, telephone number. - Properly equipped
We have a vast stock of safety related instruments and equipment. - Meets all statutory requirements
We meet all legislative requirements. - Fully insured
The service has public liability insurance.
- Quality awards
- All core and traded services have agreed to the following principles to ensure that the customer receives a consistently high level of service:
- Performance
- The following section shows our level of performance, how we have improved over time and how we compared with our metropolitan neighbours.
- The Council's accident rate has continued to reduce consistently over the last six years and benchmarking against other Yorkshire Councils through the Local Government Management Board in 2007 indicates that Calderdale is in the top quartile for good safety performance.
- How long will a contract for this service last?
- The terms under which this service is supplied will last from 1 April 2008 to 31 March 2009.
- How can the contract for this service be changed?
- Any variations to the service required due to changes in the type or quantity of health and safety service within the school site will be agreed in writing between the school and the service provider.
- What services will be provided?
- Any school entering a traded agreement with the Health and Safety Section may choose any of the following services:
- auditing, inspection and monitoring;
- health and safety advisory service;
- accident/incident reporting: Investigations, information and advice;
- advice on policies, guidance and procedures: Assistance with development of school policies, provision of Council documents and best practice;
- general and legislation updates;
- health and safety liaison and representation with external bodies;
- training on health and safety can be provided.
- All the above can be purchased on an hourly basis, see section 12.
- Any school entering a traded agreement with the Health and Safety Section may choose any of the following services:
- How will the service be provided?
- The services are provided by qualified and experienced staff. The service provider will ensure that the qualifications, expertise and training of staff are consistent with the work being undertaken. In these circumstances that will be a qualified adviser to the NEBOSH standard of the Institution of Occupational Safety and Health or an adviser qualified to an equivalent recognised national standard.
- The service provider will respect the confidentiality of its relationship and dealing with clients.
- The response time will depend in part on the level of demand and the priority of need.
- All of the above will be provided subject to availability.
- What do the suppliers expect of me as a customer?
- Sound planning by both the client and the service provider will be required to ensure that clients are able to use the service effectively.
- How can I be sure of a high quality service?
- All works carried out by the provider are delivered by highly qualified and well trained staff. HR & Change, which includes the Health and Safety section, hold IIP accreditation.
- As part of the provision of a high quality service Health and Safety Advisers have adopted the following Customer Care Good Practice:
- The customer will receive a courteous and professional response at all times from our staff;
- Health and Safety staff will comply with all security and internal policies or procedures whilst on the customer's premises;
- The customer will receive fair and reasonable treatment in relation to any disputes, which may arise from the provision of the service.
- Who do I contact if things go wrong?
- Any concerns or complaints about the level or quality of service should be made to the Principal Health and Safety Adviser.

- If the issue cannot be resolved, you may wish to invoke the Council's Complaints procedure .
- What is the basis of the service price and what will the service cost?
- A standard rate of £50 per hour will be charged for officer time which will include travelling time, time taken to write reports and so on. Any additional service provision of documentation and so on will be charged accordingly. For any service required an estimate can be provided prior to the works commencing. The minimum charge will be for one hour.
- Health and Safety training will be charged at £75 per delegate for a half day and £150 per delegate for a full day. Training details available on request.
- How will I be charged?
- An invoice will be sent detailing the services provided and the time charged. Payment will be due within one calendar month of the date of the invoice.
