Introduction
Calderdale is committed to building a learning community where all learners are equally respected and able to participate fully in the educational setting of their choice.
We want to develop an educational culture which has a positive attitude toward inclusiveness and welcomes diversity. Calderdale is committed to inclusion and has developed a Special Educational Needs (SEN) strategy. This sets out:
- the Council's vision for supporting pupils with SEN
- the roles of schools / settings and the local Council
- the Council's means of ensuring that Special Educational Needs are identified, assessed and provided for
- the way in which we monitor SEN provision
- how and when we intend to improve support for pupils with SEN.
What to expect from schools
Calderdale expects its schools to:
- set clear teaching and learning objectives
- set realistic and negotiated targets
- support a well managed, planned, negotiated and resourced transition plan
- celebrate and reward achievement
- ensure access to appropriate accreditation and full records of achievement
- develop systems to secure pupil participation
- provide clear and accurate information about pupils and the purpose of any assessment or intervention
- seek the views of pupils
- recognise the potential stress of assessment and review processes and keep parents/carers and pupils advised
- ensure that the Special Educational Needs Co-ordinator (SENCO) is supported, trained and able to participate in Calderdale's own SENCO network.
What to expect from the Council
Calderdale will:
- facilitate the SENCO network and encourage collaborative working
- provide clear and accurate information about pupils' SEN
- be open and transparent about the allocation of resources
- set out arrangements for partnership working
- provide clear procedural guidance
- monitor expenditure effectively to ensure effective and efficient use of resources
- set out how we will improve SEN provision and report on progress towards targets.
Key targets
Calderdale will aim to:
- communicate and promote Calderdale's SEN and inclusion strategies
- work towards raising standards of SEN provision
- address physical access issues
- strengthen partnerships
- improve involvement of pupils, parents and carers in the design, delivery, planning and evaluation of services.
- develop inclusive provision for pre-school children.
- develop a new vision for special schools
- review SEN funding to support inclusion.
