Statutory assessment

School placement

It is estimated that approximately 20 per cent of pupils will have some kind of special educational needs at some time during their school life. It is expected that the majority of these needs will be met in local mainstream schools, without the need of a statement of special educational needs.

However, the special educational needs of some pupils may be such that the authority may consider that some additional or special provision is needed. This will be done in consultation with parents and the professionals involved with the child, and following a statutory assessment of their special educational needs.

The provision required to meet an individual pupil's needs would normally be made at a local mainstream school, or at a school or unit, resourced to meet a particular need. With regard to the guidance on the statutory framework for inclusion, the authority will seek to meet a child's needs within their local mainstream school.

Calderdale Council has a policy on integration for all pupils; however in some exceptional cases it may be necessary for placement to be determined at a local special school or a specialist school outside the local authority.
