Care Quality Commission assessment

The Care Quality Commission|External link (CQC) no longer issues star rating judgements for local councils. Instead there is an overall grading which is based on the individual grades for the delivery of seven outcomes. The seven domains are scored along a four-scale rating system.

The seven outcomes which CQC provides a grading on are:

  1. Improved health and emotional well-being
  2. Improved quality of life
  3. Making a positive contribution
  4. Increased choice and control
  5. Freedom from discrimination or harassment
  6. Economic well-being
  7. Maintaining personal dignity and respect.

Overall Calderdale was judged in 2009/10 as “Performing Well” (second highest rating) and was judged as performing well in all seven outcome areas that make up the overall judgement .This means as a council we are delivering services that are consistently above the minimum requirement, for people. We were also judged as having promising prospects for Leadership and Commissioning and Use of Resources.

This judgement was arrived at based on a self declaration which, this year, was validated by the service inspection that we had in June 2010.

From 2010/11 CQC is designing a new approach which will be a more localised one where councils have increased responsibility for driving their own improvement and maintaining their own internal monitoring.

Performance will continue to be monitored by Directorate Management Team, using the Council’s Planning Framework on a monthly basis. This will enable any corrective action that may be required, to be taken at an early stage.
