Rural Infrastructure Support System (RISS)
We are a partnership of organisations that support rural voluntary and community groups in West Yorkshire. Our aim is to provide assistance to rural groups and enable them to become more engaged and involved in policy developments, as well as providing them with access to information that will help strengthen and sustain both individual groups and the wider sector.
RISS is a Big Lottery funded project.
What are we doing on behalf of rural community and voluntary sector groups?
We are working with a range of organisations and decision makers in West Yorkshire. Our work involves championing the positive role groups play in providing valuable services in our rural communities. Our influencing role includes working towards getting decisions made that reflect the unique social, geographical and economic circumstances that are faced by rural voluntary and community sector groups.
How to get involved
The foundation of our work is built on the views and opinions of grass route voluntary and community groups in West Yorkshire. We have a range of ways for groups to get involved and would love to hear what you have got to say.

LEADER programme 2007 - 2013
What is Leader?
LEADER is a community-led approach to rural development, focusing on basic services for communities, culture and heritage, village development, and renewal. It brings together those people who have an interest in encouraging and supporting rural development.
South Pennines Leader 2008-2013
The West Yorkshire Rural Partnership was instrumental in securing the funding to deliver the highly successful South Pennines LEADER Pennines Prospects programme.
What is happening in the South Pennines?
Pennine Prospects has been successful in its bid to the Regional Development Agencies for a Leader programme covering the South Pennines. The Programme crosses borders, covering areas in West Yorkshire and Greater Manchester.

The South Pennines Local Development Strategy sets out how the LEADER programme will be delivered in the South Pennines and defines how appropriate activities will be funded through such a programme.

East Peak LEADER programme
The East Peak Innovation Partnership (EPIP) is a new organisation formed in 2008, formed to deliver a £2.9M LEADER programme in rural communities across parts of three local authority areas, including Denby Dale and most of Kirkburton in Kirklees.

West Yorkshire Rural Access to Opportunities Programme 2009-2012
The Rural Access to Opportunities Programme (RAOP) forms one of the key activities under Yorkshire Forward's Rural Policy Product Range which aims to 'build a modern rural economy based on enterprise, competitiveness and the region's unique assets'. The RAOP forms part of the rural services product and will enable people in remote and deprived rural communities of Yorkshire to access employment and training opportunities and strengthen rural partnerships in order to deliver Regional Economic Strategy (RES) economic objectives. Based on previous research and evaluation evidence, the West Yorkshire RAOP will promote sustainable rural economic development by improving access to employment and training opportunities and key services, particularly those residing in remote and deprived rural communities.
The common policy focus has three strands:
- Transport to employment and training - this will focus on delivering schemes that will assist people in accessing employment and training opportunities;
- Access to services - including a delegated access to services grant scheme to support projects that address the most severe problems affecting rural communities within each sub-region. The intervention funds will be used to support projects that address the most severe problems. For example, projects will address service gaps and rural exclusion;
- Capacity Building / Rural Partnerships - including funding for additional staff to support the Regional Rural Affairs Forum / Practitioners Group and sub-regional rural partnerships.
Metro, the Passenger Transport Executive for West Yorkshire, is sub-contracted by CMBC to manage and promote the following two funds:
- Rural Access to Services Delegated Fund
- Rural Transport Delegated Fund.
