The building opposite Morrisons is an eyesore. There has been a fire. The owner was told he couldn’t rebuild with one floor less as it was in a Conservation Area. A developer has since bought the building, and nothing has be done. | Councillor Cooper said he would refer the matter to the Planning and Conservation Officers. | |
Luddendenfoot Update: | The former Kershaw Grange site was approved by Cabinet for disposal to Pennine Housing for the provision of affordable housing. Pennine Housing carried out a consultation event on Kershaw Estate in February and subsequently submitted a planning application for 23 affordable houses. A decision on the proposal should be available at the next Ward Forum. | |
What can be done about drainage and road cleaning on the Nest Estate? | Gully Cleaning and Street Cleansing in Calderdale is the responsibility of the Safer Cleaner Greener Section and in this case an officer was dispatched to check the drains. Because some of the drains were stuck and/or damaged then they become the responsibility of the Highways Department and have been reported. Regarding road cleaning, Nest Estate is on a cleaning schedule which covers Hebden Bridge and Mytholmroyd area, Luddenden Foot, Ryburn Ward and Todmorden. The Nest Estate has been visited by the sweeper since the last Ward Forum. | |
Ryburn Update: | Seven have occurred between 2007 and 2011. Three of these were serious, three were slight and one was fatal but did not involve any other road user. If you require details of the accidents they can be forwarded to you. | |
| How much does an ASBO cost? | It costs £200 to issue ASBO proceedings to court. If the case is not contested that is the only court fee. If the matter is contested then an extra fee £500 is paid to the court. We also ask Legal to recover costs from court where possible. After a case is concluded at the Magistrates court, it is possible for a offender to appeal against the making of an ASBO. A offender can appeal to the Crown Court or in rare cases to the High Court (Administrative Court). If that were the case the offender pays for the appeal fees. There are, however, few appeals against ASBOs and an offender has to let the court and the prosecution know within 21 days if they are going to appeal. Preparing an ASBO file is not an additional cost to officers time (e.g. anti-social behaviour officer and legal solicitor and other partnership agencies such as the Police, Registered Social Housing) as that is part of their core duties and responsibilities. Each ASBO case has to pass the threshold test for necessity and this is agreed at a multi-agency panel which meets on a three weekly basis. However, before we embark on any type of legal remedy such as an ASBO, the panel will look at what other interventions can be put in place to curb the anti-social behaviour. The majority of our cases around are dealt with at the intervention stage and it is only a small minority which are dealt with via the use of a legal remedy. | |
Calder Update: | The 20mph road marking roundels in Hebden Bridge are confirmed for renewal as a matter of priority in the next financial year. | |
Can a code of conduct be put together for cyclists on footpaths and bridleways, particularly in Blackshaw Parish? | A couple of meetings have been held between interested parties, representatives from the Town and Parish Councils, your local Ward Councillors and Council Officers to look at examples used elsewhere in the country and a draft code has been circulated for consultation. It is hoped that this will result in a suitable code of conduct that can be distributed to cyclists and walkers. |
