In Hipperholme and Lightcliffe:
The rubbish bin at the Hipperholme shops is well used and doesn't get emptied often enough.

It is on the twice weekly schedule and any staff in the area in the meantime are encouraged to empty it, but this will be looked into.

In Rastrick:
Parking around Rastrick High School is a problem.

Cllr Keith Watson, the Council’s representative on West Yorkshire Integrated Transport Authority, informed the meeting that Metro was unsuccessful in securing Kick Start funding to address some of the public transport issues faced by residents in Rastrick. However Metro are still committed to addressing these issues and will continue to look for funding from alternative sources. Cllr Watson will continue to provide regular updates at Ward Forum meetings.

We’ve worked with schools, our community safety team, street wardens and parking services to tackle the problem. We advised drivers about the dangers to school children and followed this up by issuing parking tickets. We also got pupils from local schools to design a poster about the dangers of inconsiderate parking outside school and handed these out to drivers.

In Brighouse:
There has been a lot of fly tipping in the Thornhill Beck Lane area.

Could CCTV cameras be installed at the site?

It has not been so bad in the last two months. There have always been lots of tyres. We visit local tyre companies as Calderdale is strict about disposal. We think a lot of dumped tyres come from outside the borough.

There has been asbestos too but, again, not recently. We try to clear that within 24 hours.

There are no plans to install new fixed CCTV cameras due to cost of installing, maintaining and monitoring.

Mobile cameras can be requested however this is not always suitable as there has to be a suitable place to fix them and they need access to a power source.

The footpath at the bottom of Brookfoot Lane has been taken out of service. But I don't want to use the original one: it's slippery, there is no lighting and the cobbles have been removed. Perhaps Payback Scheme workers could clear it.We will look into that. Payback has been very valuable to useful to us.
What are the plans for the John King roundabout? It's a mess.It will be planted with perennials that are not too tall.
Libraries now offer services such as DVD loans. But they should be an information vehicle not an entertainment vehicle.There has to be a balance to provide a service for everyone. This is why there is a library service review going on. The Council has to decide what is a statutory service and what is non-essential.
Wheelie Bin collections have been erratic recently. SITA staff don't put wheelie bins and recycling bins back where they found them.

SITA have just had a difficult period with three bank holidays and a royal wedding. Staff are on exacting contracts and have little time.

Calderdale residents produce very clean recycling which makes it more valuable.

There are parking issues on Dewhirst Road etc round the school. Parking officers only come every three weeks and people know when they are coming.There are problems at all schools across the borough and it always comes up at Ward Forums. A lot of work is done by Parking Services, Police, Community Wardens and even projects involving the children themselves.

In Elland:

The information sheet says the Local Development Framework consultation has finished. Where did it happen and who took part?
The initial consultation was done by the Planning Department with a set number of people. An outline has been produced of possible areas of work that might be included. There will be a wider consultation in the autumn with each area has its own spatial plan, available on the Council website or on request.
We need a bus service to run round the Thomas Estate ad service the new health centre.Councillors have talked to TJ Walsh and First Bus who don't want to change their timetable. Councillor Hardy will take this up on the area Transport Committee.
Months ago there was slippage on a local tip. Can Council pressure be exerted: the developer is prohibited from developing because of the slip.One resident explained the background to the tip and that it was built on geological faults, a situation the company didn't want to take on, even though it was meant to look after the site until 2042.
There is to be a library review with focus groups. Will Elland lose out again? We can't lose our library.I believe there will be a consultation in every area where there is a library. In Greetland and Stainland:
A piece of land opposite Stannary is being used as an informal car park. A fenced compound has now been created containing equipment and I haven't seen anyone working there.

The compound is not on the car park, but next to it. It is being used by Yorkshire Water contractors as a base for completely renewing a main sewer between Carr Hill Lane and the deer park. Work should have started in May and is expected to last two months.

I want to bring up the Stainland bus service again. There are so many 503 buses, why can't some of them be rerouted back to Stainland?

First Bus Company decided to cut routes back by 5 per cent nationally, the 539 to Stainland was one of them. They will not reconsider.

It increased the 503 service but will not reroute them.

The 539 service was withdrawn because it was a commercial route and it wasn't financially viable. The last section of the journey needed to be tendered to keep it but there was not enough money to tender for it.

How much was the Mechanics building sold for and will the money come back to the village?Such moneys cannot be ring-fenced. If the village had agreed a site for another community centre it might have been possible to keep the money.
The priorities for Greetland and Stainland at a Core Strategy workshop was the importance of access to green spaces. A concern was raised about un-maintained areas and a disparity in service for the Lower Valley.We not have the Safer Cleaner Greener service which integrates street cleaning, parks and countryside issues. They introduced Philip Schofield who is the temporary replacement for retired manager Brian Mansfield. Philip said he would attend Ward Forums to pick up any issues and continue the work Brian had done.
Shaw Park was neglected and has been taken on by volunteers. Doesn't Safer Cleaner Greener have qualified gardeners or park administrators?We certainly do and there is a team covering Shaw Park. The Council doesn't have the resources it would like and we are working with the Shaw Park Recreation Group. There is an action day there on Thursday 7 July, supported by the Council with 45 workers from The Halifax. We want to encourage green spaces being brought back into good shape.
The floral tubs in the village have been removed.They are now on Victoria Road, Elland. Next year, some floral decorations for Greetland and Stainland will be provided.
