We have a pivotal role in supporting jobs, investment and opportunities for local people and also in sustaining the cultural and leisure offer for the town. We are committed to providing a thriving local economy, shopping and a high quality library and archive facility in Halifax.
Ipsos MORI was commissioned by Calderdale Council to ask for people’s views on the Council’s plans for Halifax town centre and Central Library and Archive. The consultation closed on Sunday 30 September and a report will go to Cabinet on Monday 12 November: Cabinet report: Halifax Town Centre and Central Library and Archive [PDF file 200KB]|![]()
The consultation took place with a representative sample of Calderdale residents on two options which would either build a new library and archive in the Piece Hall quarter, or refurbish the library and archive on the existing site.
The result of that consultation has now been received tells us that Calderdale residents want:
A better town centre.
- 72% of local people shop in Halifax town centre and think Halifax town centre needs to improve
- 67% want larger stores
- 66% want national chains.
Jobs and retail for local people.
- 30% of residents shop outside Halifax for the home
- 55% shop outside Halifax for clothes / shoes.
A new library and archive facility.
- 39% of local people who expressed a clear choice, want a new library, archive and retailers in Halifax compared to 21% who would prefer keeping the library and archive at Northgate.

What happens next?
The report to Cabinet on Monday 12 November recommends new modern and accessible library and archive be built at Square Spire and the Northgate site developed for retail. Following Cabinet the final decision will be made at Full Council on Wednesday 28 November.
If approved, the Central Library and Archive at Northgate will remain open until the new one is built at Square Spire.
