Appendix B: Concordat

Overall aim

  1. We, the undersigned, are committed to the development of a Community Legal Service which benefits the population of Calderdale, especially those most disadvantaged.

  2. We aim to achieve this through the establishment of a network of quality-assured legal and advice service providers, supported by co-ordinated funding and based on the needs of the local community.

    Spirit and method working

  3. Partnership members will work together, share information and co-operate in the best interests of the Partnership and the community as a whole.

  4. The Partnership will be led in this process by a Steering Group, as set out in the Calderdale CLSP Constitution.

  5. The Steering Group will consult with, listen to and attempt to reflect the views of organisations with an interest in legal advice and information in Calderdale.

  6. Notwithstanding any interests of individual parties or organisations with which they are connected, all Steering Group members will attempt to reflect and take into account the views and needs of the community as a whole.

  7. The Steering Group will be responsible for leading the Partnership’s work programme, including:

    • Producing and reviewing a Calderdale-wide advice strategy, identifying need for legal advice and mapping supply of legal and advice service providers;

    • Drawing up and implementing an annual Action Plan for the Partnership;

    • Developing a referral network between quality assured providers;

    • Communicating with the wider Partnership;

    • Communicating with stakeholders including individuals, organisations and community groups with an interest in legal and advice services and with the wider general public.

  8. Provider members of the CLSP will commit to achieving the Community Legal Service Quality Mark. Members will also assist wherever practicable other appropriate local organisations in achieving the CLS Quality Mark.

  9. Partnership members will declare any conflicts of interest, where their organisation, organisations with which they have a connection, or themselves personally, may benefit from issues under consideration by the Partnership.
