Planning application process

Local list

The Local Planning Authority was required, in 2010, to review its 'Local List' of information required when submitting an application. Very few changes have been made, however, as per Government Guidance, the List has been re-formatted.

In order to assess each application different information will be required. The Government requires us to take a proportional approach to our requirements for information, therefore if you are unsure as to what level of information is required please don't hesitate to contact Development Control and speak to a Planning Officer in the relevant Team.

Reviewed Local List

It may be appropriate for applicants to provide some or all of the following plans:

Block plan of the site, showing: site boundaries; the type and height of boundary treatment (e.g. walls, fences), where a change is proposed; the position of any building or structure on the other side of such boundaries, where these could influence or be affected by the proposed development.

Existing and proposed elevations, showing clearly the proposed works in relation to what is already there, for any elevations that would be created or altered by the development proposal. These should indicate, where possible, the proposed building materials and the style, materials and finish of windows and doors. Where a proposed elevation adjoins another building or is in close proximity to it, the drawings should show the relationship between the two buildings and detail the positions of the openings on each property.

Floor plans for new development, and for existing buildings altered by the proposed development. These should highlight any existing walls or buildings that are to be demolished, where applicable. If the application relates simply to a change of use, and no development work is to be carried out, a floor plan may not be necessary.

Existing and proposed site sections and finished floor and site levels, where a change is proposed. These should show: how the proposed development relates to existing site levels and adjacent development (with levels related to a fixed datum point off site); details of existing and proposed foundations and eaves where a change is proposed; and how encroachment onto adjoining land is to be avoided.

Roof plans for any roof that would be created or altered by the proposed development, showing the shape of the roof, its location, and specifying the roofing materials to be used.

Economic Statement

What information is required

The statement should include any regeneration benefits from the proposed development, including:

  • details of any new jobs that might be created or supported
  • the relative floor space totals for each proposed use (where known) and community benefits
  • reference to any regeneration strategies that might lie behind or be supported by the proposal.

What information is requiredThe FRA should identify and assess the risks of all forms of flooding to and from the development and demonstrate how these flood risks will be managed, taking climate change into account. The FRA should include the design of surface water management systems including Sustainable Drainage Systems (SUDs) and address the requirement for safe access to and from the development in areas at risk of flooding.

Heritage Statement

What information is requiredPPS5 (March 2010) requires applicants to provide a description of the significance of the heritage asset affected by their proposal and the contribution of their setting to that significance. The level of detail should be proportionate to the importance of the heritage asset.

Land Contamination Assessment

Type of application

A (Phase I) Report is required where:

  • The site has previous manufacturing or industrial activity
  • chemical or fuel storage
  • treatment or disposal of waste
  • the application site is within 250 mm of a landfill site
  • where it is suspected the land may be contaminated due to its uses now or in the past a detailed Site Investigation (Phase II)
    Report and Risk Assessment is required:
    • where it is known or “suspected” that the site is contaminated to an extent that it could adversely affect the proposed development and / or create new pollutant
      linkages
    • The Desk Top (Phase I) Report identifies that contamination is evident on the site.

What information is required

A Phase one report consists of :

  •  A desktop study (a search of available historical and current records and maps to identify possible sources of contamination)
  • A site walkover survey (a simple survey of the site as it currently exists to reveal any features such as structures, tanks, pipe-work and so on not shown on other records, but which may suggest possible sources of contamination)
  • A conceptual model using the information gathered to identify possible pollutant linkages
  • A basic risk assessment of any linkages.

Land Stability
