Skip licence
Introduction
If you are a member of the public, you will need to appoint a skip operator in order to hire a skip to place on the public highway.
The skip operator will need permission from the Calderdale Streetworks department to place the skip at your desired location. The skip licence is valid for 28 days and the skip should be placed on the highway, preferably not on the footway. If the skip is needed for longer than 28 days, a new application must be made to the Streetworks department by the skip operator to apply for another licence before the old one expires.
A person wanting to start a business as a skip operator needs to ensure that they comply with all the relevant legislation by having the necessary certificates and licences. These will include, for example, having a Waste Carrier's Licence and Public Liability Insurance. Each case will be considered on merit.
Application process
Businesses wishing to set up as a skip operator or skip operators acting on behalf of a customer will not be required to present any certificates or accreditations of their own.
It is important to note that the skip operator will be liable for any damage that arises from the skip being in place on the public highway or footway.
Once the application form has been completed and returned, we will consider your application and inform you of its acceptance or rejection.
Fees
The current charge for a skip licence is £20 and skip operators are invoiced in arrears on a monthly basis.

We will confirm receipt of your details within 5 working days.
Will tacit authorisation apply?
No.
Applications by skip operators for skip licences will only be deemed successful once the application has been processed and a licence produced, and not before.
What may delay processing?
System failure could delay the processing of an application, but this is extremely rare. Insufficient or incomplete information on the application form could also delay the processing.
